Submittal exchange alternative for project teams that want to start this week

Oracle Submittal Exchange and Oracle Aconex are part of Oracle's construction and engineering portfolio, aimed at owners and large capital programs and sold by quote. Submittal is built for the project team itself: upload the spec book, get the submittal register with every row traced to its paragraph, and run packages through review and stamps until closeout. Self-serve, priced per active project, with subs and reviewers joining at no cost.

Owner programs and project teams have different needs

An owner running a large program usually wants one system that every contractor and designer on every project must use, with document control set by the owner and a contract negotiated once. That is the space Oracle Submittal Exchange and Oracle Aconex position themselves in, with pricing by quote.

A general contractor's project engineer, a specialty subcontractor's PM or an architect in the CA phase usually wants something else: a correct submittal log for this job, built quickly from the spec, with packages moving between the sub, the GC and the design team without email chains. Submittal is built for that, and the construction document control software page shows the full flow.

2.1

When Submittal fits better

  • The GC, a sub or the design firm chooses the tool for its own project, not the owner for the whole program
  • You want the register built from the project manual, each row linked to its spec paragraph
  • You want to see the price before signing up and pay per active project, monthly or yearly
  • Subcontractors, architects and consultants should join at no cost on every plan
  • You want to start from the browser today, without an implementation project
2.2

When the owner platform fits better

  • The owner requires a specific system on every project of the program, written into the contract
  • Document control has to span many contractors, designers and projects under one owner standard
  • Procurement prefers a negotiated enterprise agreement for the whole portfolio

If the owner mandates a system, use it. A project team can still keep its working log in Submittal and export it in the format the owner's system accepts.

Bring the log you already have

Most projects switch in the middle of a job, not at the start. Export the current log from your existing system to Excel or CSV, import it into Submittal, map the columns once and keep the project's numbering, for example 233000-004-R2. Then upload the spec sections, and the rows Submittal reads from them appear next to the imported ones, so you can compare and add anything the old log missed.

  • Import the existing log from Excel or CSV
  • Keep current revision numbers, so R2 continues as R3
  • Attach the last returned stamp and files to open packages
  • Invite the subs and the design team, who join at no cost

The submittal log template page lists the columns a clean import uses.

Frequently asked questions

Is Submittal the same product as Submittal Exchange?

No. Submittal at submittal.io is an independent product with no connection to Oracle Submittal Exchange. The similar name comes from the construction term itself.

Can we use Submittal when the owner requires another system?

Yes. Your team can run the working log in Submittal and export the log, packages and transmittals to Excel, CSV or PDF for the owner's system.

Do architects and subcontractors need accounts on a paid plan?

They need an account, but they join at no cost on every plan, with unlimited external reviewers and subcontractors.

Where is our data stored?

Data is encrypted in transit and at rest with a hosting provider in the US. Enterprise adds contractual US data residency and custom retention. Details are on the submittal software security page.
